Extends mental health parity requirements to additional governmental health benefit plans, including basic coverage plans under Chapter 1551 (state employee group benefits), Chapter 1575 (teacher retirement system), Chapter 1579 (school employee uniform group coverage), and Chapter 1601 (state university employees)

Requires these governmental plans to provide coverage for mental health conditions and substance use disorders that is no more restrictive than coverage for physical health conditions

Assigns compliance enforcement responsibilities to the applicable trustee, board of trustees, or system for governmental plans, rather than the insurance commissioner, who retains enforcement authority for other health benefit plans

Mandates evaluation of quantitative and nonquantitative treatment limitations across four categories: in-network and out-of-network inpatient care, in-network and out-of-network outpatient care, emergency care, and prescription drugs

Takes effect September 1, 2025, with provisions applying to plan years commencing on or after January 1, 2026
