Establishes a 12-month eligibility period for individuals whose SNAP benefits have been initially established or recertified, with the commission authorized to adjust this period to align with a child's Medicaid redetermination in the same household

Exempts certain individuals from the 12-month eligibility period, including those expecting a change in circumstances within six months that would make them ineligible

Excludes households where all members are age 60 or older or have a disability with no earned income from the 12-month certification provision

Excludes households containing an able-bodied adult without dependents (ages 18-49) from the 12-month certification provision

Requires annual inflation adjustments to resource exclusion limits used in SNAP eligibility determinations, based on the Consumer Price Index, with the initial adjustment reflecting cumulative inflation since July 1, 2001, and taking effect by October 1, 2026
