Requires genetic counselors to obtain a license from the Texas Department of Licensing and Regulation to practice in the state, effective September 1, 2026

Establishes a 9-member Licensed Genetic Counselor Advisory Board consisting of 6 licensed genetic counselors, 1 physician with genetic counseling experience, and 2 public members serving staggered 6-year terms

Defines the practice of genetic counseling to include evaluating family medical histories for genetic risk, ordering and explaining genetic tests, providing patient-centered counseling, and documenting genetic information for patients and healthcare providers

Exempts licensed physicians, students in approved training programs, healthcare professionals acting within their scope, and out-of-state certified genetic counselors providing services for 30 days or less annually

Requires applicants to hold current certification from the American Board of Medical Genetics and Genomics, American Board of Genetic Counseling, or equivalent entity, have a master's degree in genetic counseling or medical genetics, and pass a criminal background check
