Expands the definition of "mental health professional" eligible for education loan repayment assistance to include licensed master social workers, licensed professional counselor associates, licensed marriage and family therapist associates, and certified school counselors with at least a master's degree in counseling

Increases maximum loan repayment assistance amounts: licensed physicians from $160,000 to $180,000; psychologists and doctoral-level clinical social workers/counselors/therapists from $80,000 to $100,000; advanced practice registered nurses from $60,000 to $80,000; master's-level professionals from $40,000 to $60,000

Adds public school students as an eligible service population for mental health professionals seeking loan repayment through the alternative eligibility pathway

Creates bonus incentives including a one-time $5,000 payment for fluency in a language of need, a one-time $10,000 payment for practicing in counties with populations of 150,000 or less, and $15,000 per year for a fourth and fifth consecutive year of qualifying practice

Authorizes up to $1 million in program funds for marketing to students, mental health professionals, and professional organizations; takes effect September 1, 2025
