Prohibits agreements where a person pays a student athlete consideration in exchange for exclusive rights to negotiate the athlete's name, image, and likeness (NIL) while also receiving a percentage of the athlete's future earnings

Applies to student athletes participating in University Interscholastic League (UIL) activities or intercollegiate athletic programs at Texas higher education institutions

Declares prohibited NIL agreements void and unenforceable, including any contract language that attempts to circumvent these restrictions or achieve substantially similar effects

Establishes civil penalties of up to $100,000 per violation, with the attorney general authorized to bring enforcement actions, seek injunctions, and recover attorney's fees and court costs

Takes effect September 1, 2025, and applies only to agreements entered into on or after that date
