Repeals Section 276.016 of the Texas Election Code, which currently restricts the solicitation and distribution of applications to vote by mail

Removes existing limitations on who can send mail-in ballot applications and under what circumstances they may be distributed

Takes effect immediately upon receiving a two-thirds vote from all members elected to each house of the legislature

If the two-thirds threshold is not met, the act takes effect September 1, 2025
