Expands the definition of smuggling of persons to include those who assist, solicit, encourage, direct, aid, or attempt to aid another person in using a vehicle to transport individuals with intent to conceal them from law enforcement or flee from officers

Broadens property trespass provisions from requiring "two or more individuals" on "agricultural land" to now cover directing just one individual onto any "public or private property" without owner consent

Adds new offense for knowingly taking or forcing an individual to remain on public or private property without that individual's effective consent

Establishes a base punishment of third-degree felony with 10-year imprisonment term, elevated to second-degree felony (10-year minimum) if the offense involves fleeing from law enforcement, children under 18, pecuniary benefit, firearm possession, or substantial likelihood of serious injury or death

Creates first-degree felony enhancement (10-year minimum) when the offense results in sexual assault, serious bodily injury, death, or when government resources are used to facilitate the crime; effective September 1, 2025
