Requires hospitals with emergency rooms located near areas with vehicular traffic to install and maintain crash-rated bollards or similar safety barriers to prevent motor vehicles from crashing into the emergency room

Exempts hospitals located in counties with a population of 68,750 or less from the requirement

Exempts hospitals designated by CMS as critical access hospitals, rural referral centers, or sole community hospitals that are either not in a metropolitan statistical area, or have 100 or fewer beds if located in a metropolitan area

Requires the Health and Human Services Commission executive commissioner to adopt implementing rules by December 1, 2025

Hospitals must comply by January 1, 2026, but those with existing crash barriers installed before the Act's effective date are not required to reinstall or add additional barriers
