Establishes uniform qualifications for masters, magistrates, referees, associate judges, and hearing officers requiring Texas residency, county residency, at least 5 years of law license in good standing (2 years for certain positions), no recent defeat for judicial reelection, and no removal from office or resignation during pending judicial conduct proceedings

Requires mandatory bail-related training under Article 17.024 of the Code of Criminal Procedure for judicial officers whose duties include setting, adjusting, or revoking bail bonds

Authorizes removal of these judicial officers under Section 24, Article V of the Texas Constitution and requires local administrative judges to supervise their compliance with Chapter 54 and Article 15.17 requirements

Mandates local administrative judges report violations to the commissioners court, presiding judge of the administrative judicial region, Office of Court Administration, and the State Commission on Judicial Conduct if the referring court is culpable

Repeals 11 existing county-specific qualification provisions in the Government Code and applies only to appointments made on or after September 1, 2025, with existing appointees governed by prior law
