Expands the definition of "health care provider" to include individual practitioners such as physicians, nurse practitioners, and physician assistants, in addition to facilities like hospitals

Removes the previous exemption for federally-qualified health centers from itemized billing requirements

Specifies three methods for issuing itemized bills: electronically through a patient portal, by mail or common carrier, or as a hard copy obtained at the provider's location

Requires providers using patient portals to verify whether patients have created profiles, and if not, must mail a hard copy of the itemized bill instead

Gives patients the right to obtain itemized bills through their preferred delivery method at any time after initial issuance

Providers newly subject to these requirements have until January 1, 2026 to comply; the act takes effect September 1, 2025
