Expands the definition of successful student transfers for junior college performance funding to include transfers to private or independent Texas institutions offering four-year degrees, not just public general academic teaching institutions

Adds transfers to accredited public or private four-year postsecondary institutions in other states as a qualifying outcome for performance tier funding

Maintains existing performance metrics including credentials of value awarded, students earning at least 15 semester credit hours who transfer or enroll in co-enrollment programs, and dual credit course completion

Requires out-of-state transfer institutions to be accredited by an accrediting agency recognized by the U.S. Department of Education

Takes effect September 1, 2025
