Requires Texas residents who acquire a firearm on or after January 1, 2026, and new residents who move to Texas with firearms after that date, to register each firearm with the Department of Public Safety within 30 days

Registration applications must include owner identification information (name, date of birth, addresses, driver's license number), firearm details (manufacturer, model, caliber/gauge, serial number), and the previous owner's name and address

Authorizes the Department of Public Safety to charge a registration fee sufficient to cover administrative costs and requires the department to adopt implementing rules by December 1, 2025

Creates a Class C misdemeanor offense for failing to register a firearm as required

Certificate holders must notify the department within 30 days of any changes to registration information
