Creates new Water Supply Conveyance Coordination subchapter requiring the Texas Water Development Board to facilitate joint planning between project sponsors, utilities, and government entities to reduce eminent domain use by utilizing existing easements, and to develop standards for infrastructure interconnectivity

Expands eligible uses of the New Water Supply for Texas Fund to include water/wastewater reuse projects, acquisition of out-of-state water rights, and qualifying reservoir projects that have already secured required land and federal/state permits

Establishes the Texas Water Fund Administrative Fund, allowing up to 2% of annual deposits to cover board administrative expenses including staffing, technical assistance, and professional consulting services

Restructures the Texas Water Fund Advisory Committee from 7 to 8 members, adds the Texas Division of Emergency Management director, designates water resources committee chairs as co-presiding officers, and removes the September 2035 expiration date

Increases bond issuance authority for economically distressed areas from $25 million to $100 million annually and raises the grant funding cap from 70% to 90% of authorized bonds; requires board to develop public website tools tracking water infrastructure progress and funding
