Allows vehicles transporting aggregates (sand, gravel, rock, and similar materials) to exceed standard axle weight limits by up to 15 percent as a tolerance allowance

Applies to vehicles operating on any highway or road in Texas, provided the total gross weight does not exceed the maximum authorized for that specific roadway

Amends Section 621.101 of the Transportation Code by adding a new subsection (b-2) creating this exception to existing axle weight restrictions

Takes effect immediately upon receiving a two-thirds vote in both legislative chambers, otherwise becomes effective September 1, 2025
