Texas will recognize valid handgun licenses issued by any other state, eliminating the previous requirement for reciprocity agreements or attorney general background check verification

Removes the prior condition that required the Texas Attorney General to verify that other states conduct FBI National Crime Information Center and Interstate Identification Index background checks before recognizing their licenses

Governor must negotiate reciprocal recognition agreements only with states that require such agreements before they will recognize Texas-issued handgun licenses

Texas Department of Public Safety must publish and annually update a list on its website of states that recognize Texas handgun licenses

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025; passed Senate 26-5 on March 19, 2025 and House 89-51 on May 21, 2025
