Restricts grant funds to capital costs for mobile stroke unit equipment, including specialized emergency vehicles, mobile CT scanners, and stroke diagnosis/treatment medical equipment

Defines mobile stroke units as specialized EMS vehicles equipped with mobile CT scanners, staffed with trained personnel, and having neurologist access either on-board or via telemedicine consultation

Requires grant recipients to submit annual reports on patient health outcomes and operating expenses, with rules to be adopted by January 1, 2026, and the act taking effect September 1, 2025
