Requires each member of a public institution of higher education governing board to attend at least 75% of board meetings in person each year, overriding existing videoconference provisions

Imposes a $1,000 civil penalty payable to the institution for a member's first violation of the attendance requirement

Bars members with a second violation from reappointment to their governing board or appointment to any other higher education governing board

Directs that civil penalty funds collected must be used exclusively for student scholarships at the institution

Authorizes the Attorney General, at the Texas Higher Education Coordinating Board's request, to bring civil action to collect penalties; takes effect January 1, 2026
