TX SB725

Exempts persons who engage in casual sales of used automotive parts or who participate in used automotive parts recycling as an incidental part of their business from the chapter's licensing and regulatory requirements

Requires the Texas Commission of Licensing and Regulation to adopt rules implementing the casual sale and incidental engagement exemption

Expands the requirement for used automotive parts recyclers to remove all license plates from received vehicles, not just unexpired plates as previously required

Adds registration insignia to the items that must be immediately removed from vehicles upon receipt by a recycler, in addition to license plates

Takes effect September 1, 2025
