Requires smart device operators to develop a mobile application that informs users about what personal data is collected, how it's captured (including audio, biometric, or video recording), where it's stored, who can access it, and which third parties receive the data

Defines "smart device" as internet-connected home appliances, consumer electronics, or wearables that collect and store biometrics, images, sound, video, or voice recordings and can transmit data to manufacturers, retailers, or third parties

Mandates the mobile app be updated at least monthly and allow users to stop personal data acquisition and disable audio, biometric, or video recording features on their devices

Requires smart device operators to notify users quarterly via text, email, or mail about the app's availability and how to customize their data collection and sharing preferences

Exempts state agencies, political subdivisions, and utility providers from these requirements; applies to operators doing business in Texas or processing personal data from smart devices used in the state; takes effect September 1, 2025
