Creates a new small non-road engine purchase incentive program under the Texas Emissions Reduction Plan to reduce emissions of ozone precursors, particulate matter, and carbon monoxide from two-stroke and four-stroke engines with less than 25 horsepower (such as lawn equipment)

Provides statewide financial incentives for purchasing new electrically powered non-road engines, engines using commission-designated alternative technologies, and batteries that improve efficiency of electric non-road engines

Incentives may cover up to 80 percent of the cost of eligible equipment purchases, with the commission setting standards for determining specific incentive amounts

Allocates 2 percent of Texas Emissions Reduction Plan funds for the program, with eligibility based on criteria including proposed frequency of use, degree of emissions reduction from replacing gas-powered engines, and cost-effectiveness

Requires the Texas Commission on Environmental Quality to adopt rules, designate eligible technologies and products, and report program results in its biennial plan report, with the act taking effect September 1, 2025
