Creates the Unfunded Mandates Interagency Work Group consisting of five members: the state auditor, director of the Legislative Budget Board, comptroller, one senator appointed by the lieutenant governor, and one House member appointed by the speaker

Requires the work group to publish an advisory list of unfunded mandates after each regular legislative session (by September 1) and within 90 days after each special session, tracking mandates enacted on or after January 1, 2025

Defines "mandate" as a statutory requirement that forces political subdivisions to establish, expand, or modify a duty or activity requiring expenditure of local revenue

Exempts from the advisory list mandates required by the Texas Constitution, federal law, court orders, voter-approved measures, or those affecting employee pensions and benefits

Allows the legislature to exclude a mandate from reimbursement requirements through a two-thirds vote of both chambers, or by appropriating funds to cover the costs imposed on political subdivisions
