Expands the definition of "abortion provider" from specific licensed facilities to any person who performs or induces an abortion, and creates a new category of "abortion assistance entity" covering organizations that provide financial assistance, travel accommodations, logistical support, or distribute abortion-inducing drugs

Prohibits Texas governmental entities from entering into taxpayer resource transactions with abortion providers, their affiliates, or abortion assistance entities

Bars governmental entities from appropriating or spending money to provide logistical support for abortion procurement, including child care, transportation, lodging, food, counseling that encourages abortion, or any other facilitating services

Expands enforcement by allowing any Texas resident (not just the attorney general) to sue governmental entities or other parties involved in prohibited transactions, with recovery of declaratory relief, injunctive relief, court costs, and attorney's fees

Waives and abolishes sovereign immunity for governmental entities regarding these violations, and protects plaintiffs from having to pay defendants' costs or attorney's fees even if the lawsuit is dismissed
