Creates a Medical Cannabis Research Program allowing the Department of State Health Services to issue licenses authorizing possession, manufacture, cultivation, or dispensing of medical cannabis for research purposes including safety/efficacy studies, quality control standards development, and agricultural research

Establishes an 11-member Medical Cannabis Research Advisory Board appointed by the governor for staggered six-year terms, including physicians certified in oncology, surgery, neurology, psychiatry, family medicine, pain management, plus a pharmacist, palliative care specialist, attorney, medical specialty organization representative, and patient advocate

Requires the advisory board to review all license applications, assess research project quality and feasibility, and submit biennial reports to the legislature by September 1 of each even-numbered year

Provides civil and criminal liability protection for license holders who grow, cultivate, possess, or transfer cannabis in compliance with program rules, and allows transfers only between license holders or authorized program participants

Requires the Health and Human Services Commission executive commissioner to adopt implementing rules by December 31, 2025, with advisory board appointments due by September 1, 2025, and the act taking effect September 1, 2025
