Mandates school districts and open-enrollment charter schools submit annual reports by June 1 detailing their Holocaust Remembrance Week instruction, including activities, lessons, and materials used, which the Texas Education Agency must compile and share with regional service centers and the Texas Holocaust, Genocide, and Antisemitism Advisory Commission

Establishes a Holocaust Remembrance Week Grant Program administered by the Texas Historical Commission to fund age-appropriate lesson plan development, student field trips to Holocaust museums (prioritizing urban and rural districts), educator training, audiovisual resources, and bilingual curricula

Creates a four-year educator preparation pilot program at select higher education institutions to train future teachers on Holocaust instruction, with at least 50% of participating institutions located in areas with low Holocaust Remembrance Week participation; the program runs until December 1, 2031

Requires the Texas Higher Education Coordinating Board to submit biennial reports to legislative leadership on the pilot program, including a recommendation by September 1, 2029, on whether to continue, expand, or terminate it
