Adds the Office of Court Administration to the Human Trafficking Prevention Coordinating Council and requires body piercing studios to post human trafficking awareness signs, with mandatory human trafficking training for tattoo and body piercing studio employees by January 1, 2026

Creates new offense of "continuous promotion of prostitution" as a first-degree felony for engaging two or more times in promotion of prostitution over a 30-day period, and expands solicitation of prostitution penalties to second-degree felony when the person involved is under 18

Lowers thresholds for enhanced child pornography possession penalties: third-degree felony for fewer than 10 images (previously 100), second-degree for 10-49 images (previously 100-499), first-degree for 50+ images (previously 500+), and elevates promotion of child pornography to first-degree felony

Removes statute of limitations for continuous promotion of prostitution and failure to stop or report sexual/assaultive offenses against children, and adds no limitations period for trafficking offenses committed near juvenile detention facilities

Increases penalty for failure to stop or report sexual or assaultive offenses against a child from Class A misdemeanor to third-degree felony, and expands evidentiary rules to allow admission of prior crimes against victims of any age in trafficking and sexual offense prosecutions
