Creates the Texas Grid Security Commission, composed of representatives from the Texas Division of Emergency Management, Public Utility Commission, Railroad Commission, ERCOT, power generation companies, and transmission/distribution utilities to evaluate and address threats to the electric grid

Requires the commission to evaluate "all hazards" threatening grid infrastructure, including extreme weather events, physical attacks, cyber attacks, electromagnetic pulses, supply chain vulnerabilities, and insider threats

Mandates simulated or tabletop exercises at least twice yearly for load shedding scenarios and at least once every two years for physical attack preparedness on critical transmission facilities

Requires the security commission to deliver a plan for protecting critical infrastructure from all hazards to the legislature by December 1, 2026, including resilience standards, cost estimates, and implementation timelines

Establishes an information security working group with federal security clearances to handle confidential grid security information, with such information exempt from public disclosure requirements
