Expands civil service protections for emergency medical services (EMS) personnel to municipalities with a population of 460,000 or more that either currently operate under a city manager form of government OR operated under that form when the municipality adopted the subchapter

Previously, the law only applied to municipalities that currently operate under a city manager form of government, meaning cities that changed their government structure could lose EMS civil service coverage

Continues to require that applicable municipalities employ EMS personnel in a municipal department other than the fire department

Takes effect immediately upon receiving a two-thirds vote of all members elected to each house, otherwise takes effect September 1, 2025
