Requires public postsecondary institutions to include provisions in their multihazard emergency operations plans ensuring equal access to safety for students, personnel, and guests with disabilities during emergencies, including access to emergency evacuation assistance devices

Mandates installation of emergency evacuation assistance devices for individuals requiring mobility assistance on each floor of campus buildings with two or more floors, beginning with the 2026-2027 academic year

Directs the Texas Higher Education Coordinating Board to adopt rules for disability-related emergency plan provisions by May 1, 2026, in consultation with the advisory council on postsecondary education for persons with intellectual and developmental disabilities, the Governor's Committee on People with Disabilities, and the Texas Council for Developmental Disabilities

Establishes a grant program administered by the Coordinating Board to help institutions purchase, install, and train personnel to operate emergency evacuation devices, with priority given to institutions demonstrating the highest need based on student population requiring such devices

Allows institutions and the Coordinating Board to use available revenue, legislative appropriations, and solicit gifts, grants, and donations from public or private sources to fund these requirements
