Expands existing Texas law (S.B. 14 from 2023) that prohibits physicians and health care providers from performing gender transition procedures on children by adding a prohibition on referring children to out-of-state providers to receive such procedures

Prohibited procedures and treatments include sterilizing surgeries (castration, hysterectomy, vaginoplasty, etc.), mastectomies, puberty blockers, and cross-sex hormones when performed for gender transition purposes on minors

Creates a new criminal offense for physicians or health care providers who knowingly violate these prohibitions, classified as a third-degree felony

Provides an exception for conduct authorized under Section 161.703, which covers medically necessary treatments for conditions other than gender transition

Takes effect September 1, 2025
