Expands the definition of "governmental body" under Texas public information law to include nonprofit state associations or organizations primarily composed of similarly situated political subdivisions, making them subject to open records requests

Maintains existing inclusions in the governmental body definition such as state agencies, county commissioners courts, municipal governing bodies, school district boards, special districts, and entities receiving public funds

Excludes from the definition economic development entities receiving less than $1 million from a single government source that meet certain conditions, including tracking public and private funds separately and providing quarterly public reports

Applies only to public information requests received on or after the effective date

Takes effect September 1, 2025
