Requires the Texas Commission on Environmental Quality (TCEQ) to conduct a protectiveness review at least once every eight years for standard permits authorizing permanent concrete plants that perform wet batching, dry batching, or central mixing

If TCEQ amends a permit following a protectiveness review, existing facilities must be given a reasonable amount of time to comply with the new requirements before the amended permit takes effect

Applications for standard permits for concrete plants (permanent, temporary, or specialty) must include plot plans showing distance scales, north arrows, property lines, emission points, buildings, equipment, benchmark locations, and compliance with any required setbacks or buffers

Changes terminology from "issuance of" to "authorization to use" a standard permit for concrete plant applications

TCEQ must adopt implementing rules by March 1, 2026, with the act taking effect September 1, 2025
