Directs the University of Houston president to designate a department to conduct a study on the public health effects of PFAS (perfluoroalkyl and polyfluoroalkyl) chemicals, in collaboration with the Railroad Commission of Texas and the Texas Commission on Environmental Quality

Requires the study to assess health impacts of PFAS found in produce, meat, food, beverages, and their packaging

Mandates assessment of PFAS contamination in groundwater, rivers, lakes, reservoirs, and other drinking water sources

Requires evaluation of PFAS exposure from equipment and materials used by professionals such as firefighters and chemical manufacturing workers

Report with study conclusions must be submitted to the legislature by December 1, 2026, with the Act expiring December 31, 2026 and taking effect September 1, 2025
