Texas Higher Education Coordinating Board must submit a report to the legislature by December 1, 2027, on enrollment and success in higher education for students with disabilities covered under the Americans with Disabilities Act or Section 504 of the Rehabilitation Act

Report must identify enrollment numbers and percentages of students with disabilities at public and private higher education institutions, barriers to enrollment, and institutional policies promoting student success

Report must document accessibility services and accommodations provided, as well as how institutions inform students about their educational rights and protections under state and federal disability law

Public institutions of higher education are required to provide information to the Board upon request; the Board may request information from private institutions

The reporting requirement expires September 1, 2028, and the act takes effect immediately with two-thirds vote or September 1, 2025, otherwise
