Changes the commissioner's authority from mandatory ("shall") to discretionary ("may") when ordering interventions for campuses with unacceptable performance ratings for five consecutive years

Adds a third intervention option allowing the commissioner to take any action authorized under Section 39A.002 of the Education Code, in addition to existing options of appointing a board of managers or closing the campus

Maintains the existing intervention options of appointing a board of managers to govern the school district or ordering closure of the low-performing campus

Takes effect immediately upon receiving a two-thirds vote from both legislative chambers, or September 1, 2025, if that threshold is not met
