Expands eligibility for direct award grants from the Texas Commission on Environmental Quality (TCEQ) to include nonprofit organizations under specific circumstances

Nonprofit organizations become eligible for direct grants only when the grant funds projects implementing a comprehensive conservation and management plan under the Federal Water Pollution Control Act for a national estuary located in Texas

Maintains existing eligibility for direct award grants for state agencies, political subdivisions, state institutions of higher learning, and federal agencies

Direct award grants (without competitive solicitation) remain permitted only when the executive director determines that soliciting proposals is not feasible and direct award is in the state's best interest

Takes effect September 1, 2025
