Applies specifically to complaints brought under Water Code Sections 13.503, 13.5031, or 13.505, which govern submetering and allocation of utility costs to tenants

Exempts complaints resolved through the simplified procedure from Chapter 2001 of the Government Code (the Administrative Procedure Act), allowing for faster, less formal resolution processes

Passed the Senate on March 6, 2025, with a 27-3 vote, and the House on May 28, 2025, with a 95-39 vote

Takes effect immediately with two-thirds legislative approval, or September 1, 2025, without the supermajority vote
