Authorizes the Texas Department of Transportation (TxDOT) and regional mobility authorities to use the construction manager-general contractor (CMGC) delivery method for state highway and transportation projects, overriding existing procurement requirements

Requires separate contracts under the CMGC method: one with an engineer for design and construction phase services, and another with a construction manager who serves as general contractor and provides consultation on scheduling, pricing, phasing, and risk mitigation

Establishes a selection process allowing either a one-step or two-step procurement, with evaluation teams of at least three members (at least half must be Texas-registered engineers) that must include a senior management employee from a prequalified general contractor not involved in the project

Mandates the use of independent cost estimators following Federal Highway Administration guidelines to validate negotiated construction costs, and requires public disclosure of selection rankings within seven days of contract award

Requires construction managers to deliver performance and payment bonds within 10 days of contract award (unless alternative financial security is provided) and to publicly advertise for subcontractor bids on work they do not self-perform
