Allows the TCEQ executive director to grant a single extension of up to 90 days for construction deadlines on concrete batch plants (wet batching, dry batching, or central mixing) operating under standard permits

Requires permit holders who fail to begin construction within the original deadline or extension period to submit a new application before starting construction

Mandates the executive director notify the state senator and state representative for the area where the facility will be located when an extension request is received

Requires TCEQ to adopt implementing rules by September 1, 2026

Applies only to standard permit applications filed on or after the effective date of September 1, 2025
