Requires school districts and open-enrollment charter schools to consider enrolling a student in a full-time virtual education program as an alternative before expelling them

Virtual education options include programs through the state virtual school network (Chapter 30A) or other authorized virtual education programs

Exempts students expelled for specific serious offenses under Sections 37.007(a), (d), or (e) or 37.0081 of the Education Code (typically involving weapons, serious violent offenses, or certain felonies)

Applies beginning with the 2025-2026 school year

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025
