Allows prosecution of fraudulent use or possession of credit card or debit card information (Penal Code Section 32.315) in either the county where the offense occurred or the county of residence of the victim whose card information was unlawfully obtained, possessed, transferred, or used

Adds Section 32.315 (Fraudulent Use or Possession of Credit Card or Debit Card Information) to the list of offenses covered by Article 38.19 of the Code of Criminal Procedure, alongside forgery, credit card abuse, and fraudulent use of identifying information

Applies only to criminal proceedings that commence on or after the effective date; proceedings begun earlier remain governed by prior law

Takes effect September 1, 2025
