Authorizes school districts and open-enrollment charter schools to enter into interlocal contracts with each other to form cooperatives for procuring group health insurance coverage for their employees

Establishes cooperatives as legal entities governed by a board of directors composed of chief executive officers (or their designees) from participating agencies, with a minimum of seven directors required when more than seven agencies participate

Requires cooperatives to procure health coverage contracts through a request for proposals process advertised in at least one county where a participating agency's central office is located

Mandates that the cooperative's board select vendors based on best value criteria and offer one or more health insurance plans to employees and their dependents

Preserves existing options for local education agencies to provide coverage through risk pools under Chapter 172 of the Local Government Code, with the new framework taking effect September 1, 2025
