Prohibits concrete crushing facilities and concrete batch plants (wet batching, dry batching, or central mixing) from operating within 440 yards of residences, schools, places of worship, outdoor workplaces, parks, or playing fields

Expands the 880-yard construction restriction for permit amendments to include both concrete crushing facilities and concrete plants, applying to the same protected locations

Removes the previous requirement that central baghouses be located at least 440 yards from residences, schools, or places of worship only in areas without municipal zoning

Exempts facilities that had authorization before September 1, 2001, facilities that met distance requirements when initially permitted, and certain enclosed recycling facilities within 25 miles of an international border in municipalities of 6,100-20,000 population

Applies only to permit applications filed on or after September 1, 2025, with pending applications governed by prior law
