Establishes the Health Impact, Cost, and Coverage Analysis Program at the Center for Health Care Data at UT Health Science Center at Houston to analyze proposed legislation that would impose new mandates on health benefit plan issuers

Authorizes the lieutenant governor, speaker of the house, or appropriate committee chairs to request analyses of proposed (not enacted) legislation affecting health insurance coverage, provider payments, or administrative requirements

Requires the program to estimate impacts including: changes to total health coverage costs, healthcare service utilization, administrative expenses, public and private sector spending, and potential reductions in premature death or disease-related economic loss

Reports must be completed within 60 days of request (45 days during regular legislative sessions) and delivered to legislative leadership and made publicly available online

Funded through annual fees assessed by the comptroller on health benefit plan issuers (excluding Medicaid-only managed care organizations), with the program required to be established by January 1, 2026
