Adds Federalist Paper No. 78 to the required founding documents students must study, expanding the current requirement of Essays 10 and 51

Adds excerpts from the Supreme Court case Marbury v. Madison (1803) as a new required founding document for civic education

Expands social studies curriculum to include detailed instruction on the judicial system, including the structure of federal and Texas state courts, how judges and judicial officeholders are selected, case processing at all court levels, and the roles of judges and juries in criminal and civil matters

Requires teaching about the judiciary's role as a co-equal branch of government providing checks and balances, and the relationship between federal and state judicial systems under federalism

Takes effect for the 2025-2026 school year, with immediate effect if passed by two-thirds vote or September 1, 2025 otherwise
