Allows any person with a valid handgun license to carry a concealed handgun on public school district and open-enrollment charter school campuses, including buildings, grounds, and passenger transportation vehicles

Prohibits school districts and open-enrollment charter schools from adopting rules or regulations that ban licensed individuals from carrying concealed handguns on campus

Prevents districts and schools from restricting licensed employees from carrying concealed handguns while performing job duties on school premises

Extends existing protections for storing firearms in locked vehicles to school district and charter school parking areas, driveways, and streets for licensed students and employees

Grants liability immunity to school districts, charter schools, and their officers and employees for damages caused by actions of license holders, except for capricious or arbitrary acts or personal conduct with handguns
