Removes the requirement that fertilization must use only the spouse's sperm, allowing donor sperm to be used for IVF coverage under group health benefit plans

Reduces the required infertility history duration from five continuous years to three continuous years for coverage eligibility

Changes eligibility so that either the patient or the patient's spouse (rather than both) must have the qualifying infertility history

Maintains existing coverage requirements including that procedures must be performed at facilities meeting American Society for Reproductive Medicine standards

Applies to health benefit plans delivered, issued, or renewed on or after January 1, 2026, with the act taking effect September 1, 2025
