Converts the existing family preservation services pilot program into a permanent statewide program, allowing the Department of Family and Protective Services to refer families of children at risk of foster care placement to preservation services instead of removing children from their homes

Expands the definition of "family preservation service" to include short-term expense services covering rent, transportation, educational or job skills programs, and in-home support services, with a 90-day maximum duration for such assistance

Extends the duration of family preservation services plans from 180 days to one year, and requires plans to be based on evidence-based tools and strategies for remedying child abuse and neglect

Requires the DFPS commissioner to establish by rule funding limits for family preservation services per plan and lifetime funding limits per family, with contracts for service providers limited to three years with one possible one-year extension

Sets a program expiration date of September 1, 2033, and mandates biennial independent evaluations reporting on performance outcomes including numbers served, foster care entry rates, and subsequent abuse/neglect findings
