Amends Section 162.003(a) of the Texas Property Code to allow artisans, laborers, mechanics, contractors, subcontractors, and materialmen to assign their beneficiary interest in construction trust funds to a "qualified assignee"

Creates new Section 162.0031 establishing requirements for enforceable assignments of unpaid trust fund interests: the assignment must be in writing, made only after the assignee has paid the beneficiary in good and sufficient funds, and cannot be part of the original construction contract

Limits qualified assignees to parties already involved in the project—specifically beneficiaries, trustees, or property owners under the construction or repair contract

Requires written notice of any assignment to be provided to the property owner and contractor within 7 days of the assignment date

Takes effect September 1, 2025; passed the Senate 31-0 on April 24, 2025, and the House 146-0 on May 20, 2025
