Expands authority for peace officers and Department of Public Safety license and weight inspectors to remove or require removal of vehicles from highways

Adds new grounds for vehicle removal when operated by a person violating Section 521.021 (driving without a license), Section 521.457 (driving while license invalid), Section 601.191 (failure to maintain financial responsibility/insurance), or Section 729.002 (operation of motor vehicle by minor in violation of licensing restrictions)

Retains existing removal authority for vehicles that are: unattended and obstructing traffic on bridges/tunnels, blocking driveways, reported stolen, abandoned over 48 hours, disabled with incapacitated or absent owner, or deemed hazardous

Passed the Senate on April 3, 2025 (24-7) and the House on May 28, 2025 (83-54)

Takes effect September 1, 2025
