Increases the fine for operating a vehicle with a license plate or registration insignia issued for a different vehicle from a maximum of $200 to $500 if the person knowingly uses a stolen plate or one issued to another vehicle

Adds an enhanced penalty for knowingly attaching a stolen or mismatched license plate to a vehicle, raising the maximum fine from $200 to $500

Maintains the base offense as a misdemeanor with a $200 maximum fine when knowledge of the plate being stolen or mismatched is not proven

Applies only to offenses committed on or after September 1, 2025; offenses before that date remain subject to prior law
